QLD WorkCover Last Updated: 1/8/25
We are able to see clients under QLD's WorkCover Scheme for PT and EP.
Table of Costs/Services - Physiotherapy:
For PT, we are only able to provide 30min sessions.
Capacity Certificates: Certificates of Capacity are issued by a General Practitioner, surgeon, hospital, etc so that the client is able to access services under workcover. They will outline the date the injury occurred, nature of the injury, service type for treatment, and dates the certificate is valid for. These must be in date for a client to receive services with us. - will get 5 preapproved sessions on initial capacity cert - make the case, practitioner will create PMP after the 5 initial sessions have been used. These can be 'Workers Compensation Medical Certificate', or Capacity Certificate - Workers Compensation' Here's a more detailed explanation: Initial Certificate:
The first Certificate of Capacity must be completed by a registered medical practitioner, which can be your GP, a specialist, or a nurse practitioner.
WorkCover's Role:
WorkCover uses the information on the certificate to assess your claim, support your recovery, and share information with your employer.
Physiotherapy Referral:
The certificate often includes a referral to physiotherapy, indicating that your doctor believes it's necessary for your recovery.
Subsequent Certificates:
While the initial certificate must be from a medical practitioner, subsequent certificates can be completed by other treating health practitioners, like physiotherapists, if your treatment plan includes ongoing physiotherapy.
Importance of the Certificate:
The certificate helps WorkCover understand your capacity for work and any restrictions, allowing them to tailor support and rehabilitation, including physiotherapy, to your specific needs. WorkSafe QLD - Work Capacity Certificate
PMP's: Provider Management Plans are required to be submitted by the practitioner unless they are back to back – this can be logged in CE channel if they require CE team to upload to the workcover portal on their behalf.
Workcover have advised they want PMP's to be uploaded into WC portal (not just emailed) - this then gives you a ref number - Make note of the Reference number
PMP's - the creation of these are unable to be billed for (many of our practitioners were unaware of this and we had a few rejected invoices from WC) Once approval is received via email, admin or practitioner can create the case based on the number of sessions approved.
WorkCover Number: P0006614722
Billing for Communications – Practitioners - NOT TO BE USED FOR PMP CREATION (THESE ARE NOT BILLABLE AT ALL) Comms 3-10 mins Item Code 300079 Comms 11-20 mins_Item Code 300100
Going from PT to EP: MUST receive approval for this prior to providing sessions. Practitioners can request changes to services in 2 ways:- Through PMP (approval through Case Manager) i.e. requesting EP initial ax to begin with (then EP would create new PMP with further schedule of supports)
- Through Capacity Certificate (approval through GP) i.e. requesting the initial 6x preapproved sessions

- Instead, patients will need to make a claim themselves using a work capacity certificate. What you need to know and do Provide a work capacity certificate to your patient so they can make a WorkCover claim. This can be a hard copy or scan/ photo.
- Do not send work capacity certificates directly to WorkCover if they are not accompanied by a claim form with a completed worker’s statement.
- There's no change to the process for catastrophic injuries where WorkCover starts a claim when we receive a work capacity certificate.
- Please continue to send us work capacity certificates for current claims.
- What your patients need to know and do
- We have created a poster that you can give to help patients make a claim. These can be printed for patients or displayed in waiting rooms.
- The QR code directs patients to our website to make a claim online. Your patient can also call us on 1300 362 128 or fill out a physical form if they prefer.
- If the patient chooses not to claim, they may be liable to pay for their own medical expenses.
- Why we are doing thisWe need to ensure that we are only collecting relevant personal information with the patient’s consent. This is in line with our obligations under the Information Privacy and Other Legislation Amendment Act 2023, effective 1 July 2025.
- This allows us to focus on WorkCover’s role of supporting Queenslanders who need to make a claim after a work injury or illness.
